| This report is going to be on a management dashboard and needs to show the correct color even if the value is null. The legend looks bad. This is a multi data set report. 1) red, 2) green, 3) red, 4) green. We played with all kinds of color combinations. |

Navigate to All > Reports > Administration > Chart Colors
Then see the color definition created for the table, element (field) and value combination.
I hope you can override this bahviour from here.

To ensure that the colors are consistent no matter value or not, you should utilize the report chart color
Here you will be able to set a specific color based on the table, element and off course the specified color:

What do I put where the value is a date?
If it is blank I said "NULL" for the number field.
